City Council member Michelle Berger said, "And now the memo requesting the additional increases from Mr. Cooper. ... So that doesn't mean we're not going to do business with them because he was our city manager. It just means that for this particular contract with so many questions already there, it comes back to, 'Is it legal?' The answer could be yes. Does it pass the smell test? And, for me, it doesn't."
