"It's so much easier to have a law or not have a law, but to have a law and not be able to enforce it, that's where the difficulties come in," said Michelle Berger, former chairwoman of the now-disbanded Florida's Consumer Fireworks Task Force, which proposed still-unimplemented reforms to Florida fireworks laws two years ago.
Among the committee's recommendations, was that the current "loopholes" be closed, said Berger, a member of Port St. Lucie's city council
